How To Apply for the Administrative Services Credential (ASC)Some of the links on this page lead to downloadable forms that are in PDF (Portable Document Format). You may need to install Adobe Acrobat Reader to view or print them (Mac OS X users can simply use the built-in Preview utility). Prior to completion of the PLI program, if you wish to work in an administrative position you will need to apply for an Administrative Internship Credential. You will still need to apply for a Preliminary ASC or Certificate of Eligibility upon completion of the program. You will be able to do this through the Graduate School of Education. Upon completion of the PLI program you are eligible to be recommended for an Administrative Services Credential by the Graduate School of Education. You should immediately apply for either the Preliminary ASC or, if you are not yet moving into an administrative position, the Certificate of Eligibility. You will be recommended for one of these credentials by the University. Note: Our Credential Office is now recommending students for their credentials on-line, therefore the CTC's Application (form 41-4) is no longer required.

The Preliminary Administrative Services Credential is for those who have completed the PLI program, and have been offered an administrative position requiring the Preliminary ASC. This credential expires after five years, during which time you must become eligible for the Professional Clear Administrative Services Credential (Tier II). Please see the CTC leaflet CL-574C Complete sections 1 and 2 of the Request for On-Line Credential Recommendation Complete the Verification of Employment as an Administrator (CL-777) Return completed form(s) to the PLI office (see below).
The Certificate of Eligibility is for those who have completed the PLI program, but are not yet working in an administrative position requiring the ASC. The purpose of the certificate is to "lock in" your Standards Certification earned through the PLI program, so should the CTC Standards change you will still be eligible for your Preliminary ASC when the time comes to apply. The Certificate does not expire. Please see the CTC leaflet CL-776 Complete sections 1 and 2 of the Request for On-Line Credential Recommendation Return completed form(s) to the PLI office (see below).
The Administrative Internship Credential is for those who have not yet completed the PLI program, but who have been offered an administrative internship position requiring the ASC. This credential expires after two years, and is district specific, so if you move to an administrative position in another district before you get your Preliminary ASC, you will need to apply for another Intership Credential for that district. Whichever Administrative Services Credential you apply for, it will be synchronized to expire on the same date as your teaching credential. Therefore, if your teaching credential is due to expire in one year or less, we recommend that you renew it before applying for an ASC. You can easily renew your Professional Clear Credential on-line. If your teaching credential is not a Professional Clear, then you will need to clear it through the California institution that recommended you for the teaching credential. The Request for On-Line Credential Recommendation If you are applying for the Preliminary ASC or the Administrative Internship Credential you will also need to complete the Verification of Employment as an Administrator (CL-777) The section entitled “Tentative Plan for Developing the Individualized Induction Plan” must be completed. We will submit your completed forms along with our Standards Certification form to the GSE's Credential Analyst, who will then begin the online recommendation process. Once you have been recommended on-line, you will receive a series of e-mails with instructions on how to proceed, including on-line payment of the current processing fee, completing the Personal and Professional Fitness Oath and Affidavit, and finally printing your credential.
What's Next?For those holding an Administrative Internship Credential: You will need to apply for the Preliminary ASC or Certificate of Eligibility through the GSE after completing the PLI program. For those holding a Certificate of Eligibility: If you already applied for the Certificate of Eligibility and are now moving into an administrative position that requires the ASC, you must apply directly to the CTC for your Preliminary ASC (an additional processing fee applies). For those holding a Preliminary ASC: Your next step is to become eligible for the Professional Clear ASC which can be earned by completing our Leadership Support Program.
